He has known cirrhosis with ascites that is well controlled on diuretics and no history of variceal bleeding or encephalopathy. Physical examination reveals shifting dullness and a palpable right upper quadrant mass. Contrast-enhanced CT of the abdomen shows a 6 × 6 cm mass in the right hepatic lobe with arterial phase hyperenhancement and no definite washout on portal venous or delayed phases; there is no extrahepatic disease. Biopsy confirms hepatocellular carcinoma. What is the most appropriate management step at this stage?
