A 6-year-old boy is brought to clinic for an 8-month history of a midline neck swelling. It is painless and becomes more noticeable during upper respiratory infections. Examination shows a 2 cm soft, mobile midline mass just below the hyoid bone that elevates with swallowing. There is no erythema, dysphagia, or voice change. Neck ultrasound shows a well-circumscribed cystic lesion near the hyoid and a normal thyroid in its usual location. What is the most appropriate management?
