A 7-year-old boy has 3 days of nasal congestion and purulent rhinorrhoea. Over the last 12 hours, he developed worsening left periorbital swelling, eye pain, pain with eye movement, and mild diplopia. Examination shows erythematous, swollen left eyelids with medial orbital rim tenderness. Extraocular movements are painful and mildly limited on left gaze. Visual acuity is normal and there is no proptosis. What is the most appropriate next step in management?
