A 30-year-old woman, G2P1, with 7 weeks of amenorrhea presents with sudden-onset lower abdominal pain and vaginal spotting. A urine pregnancy test in triage is positive. Abdominal examination shows suprapubic tenderness without guarding. Speculum examination shows a closed cervical os with scant dark blood. Bedside transvaginal ultrasound shows no definite intrauterine gestational sac and a moderate amount of free fluid in the pelvis. What is the most appropriate next step in management?
