A 29-year-old woman (G2P1) at 40 weeks is in active labor with oxytocin augmentation and epidural analgesia. Membranes are ruptured with clear liquor. Fetal heart tracing shows a deceleration to 80 bpm lasting 3 minutes with minimal variability. Uterine contractions occur every 1–2 minutes and are very strong on palpation. What is the most appropriate immediate management?
