A 29-year-old primigravida at 38+1 weeks presents with contractions every 5–6 minutes for 3 hours. Bedside ultrasound confirms frank breech with the sacrum at the pelvic inlet. Cervical exam shows 4 cm dilatation and 80% effacement with intact membranes. After 2 hours of adequate uterine activity, repeat exam shows no change in cervical dilatation or station. Cardiotocography is reactive. She has no prior uterine surgery; estimated fetal weight is 3.1 kg. What is the most appropriate next step in management?
