Over the last 24 hours, he developed left eye pain and progressive periorbital swelling and avoids moving the eye due to pain. Examination shows marked left periorbital edema and erythema, frontal bone tenderness, painful restriction of extraocular movements in all directions, and slightly blurred visual acuity. Neurologic examination is nonfocal. What is the most appropriate next step in management?
